Why do you think this?
Despite the order of the poem, note that Dragaera has only had one
double phoenix cycle (this one), and the order was clear -- Tortalik
was a decadent phoenix, while Zerika is a reborn one -- literally, as
Tortalik's reign cumulated with the quasi-destruction of the empire,
while Zerika's began with its rebirth and restoration.
