   Ascending?  Is this term ever used or are you
describing what a Phoenix is like before becoming
decadent?

   Yes, I did mean that every Phoenix Emperor has
become decadent before the end of his reign.  Zerika I
and Zerika IV are the only ones who didn't and they're
called reborn Phoenixes.  As far as I can remember all
the others are called decadent Phoenixes when
discussed, even if they weren't like that at the
beginning (the all-seeing eye of history, and all
that).
