Z (I assume) sends Khaavren to mop up, but _he_ refuses. And consider Morrolan's actions at Barrit's Tomb. Frankly, I think that Z would find herself out on her posterior if she tried to stop StY from preventing the overthrow of the capital city (which Kelly thinks he can do - he just doesn't think he can hold the country.) Or Z could allow the Jhereg to take down the most prominent n*100 rebels. For that matter I don't really see why the empire couldn't kidnap the rebel leaders at night and return them in the morning reprogrammed to sow internal dissension.
