In the traditional sense, having a blood bank would be appropro, and we know that keeping things chilled is a simple spell; however, I think it applies to her ability (also undefined) that she drinks/absorbs/stores power in Dzur Mountain using Iceflame as a conduit of sorts. Warlord: "But you already have access to the Great sea." Sethra: "It's not that kind of power" It doesn't *really* fit, because that would presuppose the Serioli knew enough about that power to create Iceflame, but hey, it's my theory and I'll go off the deep end if I want to, ok? This would crossover nicely with the theory of Dzur Mountain being a ship of sorts. Hmmm.....an Avatar perhaps? Embodiedment of the ships computer? Sorry, my thoughts are wandering this morning. Anyway, as to Keira already knowing how the vial of blood was used, *shrug* Devera told her. W "Art, true art, does not happen in just an hour."
