I suspect they may combine the functions of judges and prosecutors, as judges in some European countries do. Khaavren is (usually) the captain of the whole Phoenix Guard. It has a branch that seems to handle internal criminal affairs on the Imperial level, sort of like the FBI, but I can't remember whether it's Division Six or the Special Tasks Group or something else.
