Well, I'm temporarily afb right now, but my recollection is that in 
Issola, Sethra tells Vlad (when questioned about it) that Verra said it 
was important that Vlad be given the blood (presumably from Verra 
herself).  It makes the events of Taltos seem almost preordained, in 
that Verra devised a plan to (accidently) let her favorite dragonlord 
escape the paths a living man.  ...So, Verra tells Sethra to give Vlad 
the blood, but didn't explain why, only saying that it was important.  
Sethra then gives the blood to Vlad, in an exchange of favors, with the 
excuse that it was dangerous for her to have it just then...
