While not disputing that Morrolan would likely have not made the best emperor ever at that point in his life, I'm not so sure that's even relevant. He was, after all, with Aliera still imprisoned in a staff and Norathar disgraced, the Dragon heir, regardless of how good or bad an emperor he would have been. Sethra, of course, believing as she does in the Empire as a bulwark against the Jenoine, would prefer a good emperor. Perhaps her desire to make him (if necessary) into a good emperor explains her close friendship with him (per an earlier thread).
