Note that there may well be a distinction between the "Orb Emperor" and the "Cycle Emperor" - a simple programming bug would result in the behaviour described. This may even be a feature - what the Cycle intended. Otherwise no boom, no Morrolan to the East, no churn in Dragaeran society, no Orb upgrade.
