Just another thought to throw into the pot--while the specific case of Zerika following Tortalik has significance in the Great Cycle, is it possible that having multiple emperors in one house's reign is not that significant in general? The maximum length of a reign is 4913 years--unless this is a pie-in-the-sky number that has never actually been approached rather than a practical, enforceable limit, I would suggest that it would take a couple of emperors to get anywhere close to that length of reign. (Or possibly Sethra.)
