The implication is that Empire has instituted some form of legal recreational drugs. Wine and various other spirits and brews are freely available. We've seen at least one instance of Vlad performing a "sober up" spell. It seems reasonable that a spell like that would also sober up someone intoxicated on herbs. Vlad is admittedly a mediocre sorceror, so we can deduce that it's a simple spell to perform. Most people who would need it should be able to perform it or have a friend who could do so. This should reduce most instances of intoxication on the job to a negligible number. Of course, addiction is the real problem. I don't recall if we've seen any instances of alcoholism among Dragaerans,but I can't think of any. It may be that they're not prone to addiction or it may be that sorcery exists to cure it. Either way, it seems to be a small problem. We've certainly never heard of any Jhereg making their living as pushers or drug-runners.
