I'm kind of skeptical, actually, of the idea that it is merely the *being*
in two places at once that defines godhood. As you point out, location is
kind of a metaphysical idea. Verra's funny effect on people (I wish Aliera
had explained that to Vlad) suggests to me that she is capable of acting
independently on a number of planes at once, although when she's interacting
with several people in the same location they seem to get superimposed, in a
way. In other words, I suspect that being a god requires you to be able to
e.g. have tea at Castle Black while simultaneously dancing with Serioli
across the Kanefthali mountains, as opposed to simply having tea in a
location which is simultaneously in Castle Black and Kanefthali.

Note that Sethra can teleport, and denies knowing how to be a god.
