How will House Phoenix arise from the ashes?

Cuckoos are not the same as crossbreeds.

However, all Jhereg (except for an exceedingly small number of
possible exceptions) are crossbreeds, since the Empire began.

I wonder if this is certain?  There is much that is not told of the Phoenix.
