I would think that proprietor of the only floating castle & host of a 300 year party would make for a certain amount of notoriety. Not to mention his role in re-establishing the Empire. We don't necessarily know how the typical Jhereg assassin sets about doing work, but anyone like Vlad would research the target carefully enough to know about Blackwand.
