I never got the impression that it was a perpetual twilight, just that you could never see the sky. Which, to me, says "overcast". I think Vlad mentioned it in chapter where he goes off to get a Jhereg egg; something about being startled by the sky because of the different way it looked outside the Empire, despite having been there a couple of times before on trips with his grandfather. -- Adina
