Khaavren: It's quite clear that he's the Brigadier of the Phoenix Guards. Good. I suspect he's had other responsibilities as well, though. Somewhere there's a line that Khaavren "would quit *again*" if he found out about something of which he did not approve. That implies that he's quite high in the counsels--expressing disapproval on a regular basis with his feet--and then coming back--when? When the policy he objects to has changed? If they change policy *because* he has disapproved, is that because he is indispensible? Or because Zerika (who seems very wise) takes his disapproval seriously? Khaavren has great integrity.
