We don't know this.

Sorcery is the "popular" theory, but all we know for sure is that Vlad 
thinks Dragaerans can't get pregnant by accident.

The method of contraception (or even if it really *is* what we would 
consider to be contraception) is completely unknown to us.

I've seen at least three strong competing theories for it: 1) Sorcererous 
contraception, 2) Long-lived Dragaeran have slow ovulation cycles, and 3) 
The idea that Dragaeran females are only fertile for a brief period (say 
100 years) during their lifespan.

But there may be other "cooler" ideas out there, as well.
